Can the Morningstar TS-60 Charge Controller handle 2800 watts of solar going in to my 12V battery bank?

In theory yes, however it requires running the TS-60 at the full 60A rating, which can be difficult to achieve. The difference with the PWMs are...1. you cannot oversize the array. The array current MUST stay below the name plate rating for the controller, thus running a full 60A is difficult to size for. 2. You have to have the array sized for the nominal battery voltage, so 12V battery uses a nominal 12V solar panel (36 cell), 24V uses nominal 24V solar panel (72 cell or 2-36 cell in series), and 48V battery uses 48v nominal array (2- 72 cell or 4-36 cell in series).

If you're not able to achieve this, then you may want to consider the Morningstar TS-MPPT-60 Charge Controller.
